As Record Heat and Water-Law Deadlines Sweep Four Southwest States, Mighty Turf Points to Artificial Grass as the Compliance-Ready Alternative

From Nevada's grass-removal mandate to California's turf-watering ban, Arizona's Colorado River cuts, and Utah's shrinking Great Salt Lake, ornamental lawns are becoming a legal and financial liability across Mighty Turf's entire service area.

Fontana, California · July 26, 2026

As triple-digit heat grips the Inland Empire and the broader Southwest this summer, property owners across four states are facing hard legal deadlines and mounting financial pressure to stop watering ornamental grass. Mighty Turf, a Fontana-based factory-direct artificial turf supplier serving Southern California, Southern Nevada, Arizona, and Utah, says its product lines are built to meet those requirements while keeping landscapes green through extreme heat.

The pressure is arriving from every direction at once. Across Mighty Turf's service area, four of the hottest, driest markets in the country are moving the same direction at the same time:

  • Nevada. Nonfunctional, decorative grass must be removed across the Southern Nevada Water Authority service area by December 31, 2026. Starting January 1, 2027, it becomes illegal to irrigate that grass with Colorado River water delivered by regional water agencies. SNWA estimates that replacing 1,000 square feet of lawn saves more than 55,000 gallons of water per year.
  • California. Assembly Bill 1572 bans the use of drinking water to irrigate nonfunctional turf on a phased schedule: public properties by January 1, 2027, commercial, industrial, and institutional properties by January 1, 2028, and homeowner association common areas by January 1, 2029.
  • Arizona. The City of Phoenix issued a Stage Two water warning in early 2026 amid proposed deep cuts to the state's Colorado River allocation, and has expanded turf-removal rebates to keep pace with surging demand.
  • Utah. As the Great Salt Lake sits near record lows after the state's worst snowpack year on record, Salt Lake City moved to a Stage 2 drought advisory in 2026, and "Flip Your Strip" rebates continue to pay property owners across the Wasatch Front and Washington County to pull ornamental grass.

The regulatory squeeze is landing during a summer of extreme heat. Inland Southern California and desert markets have run well into the triple digits, with extreme-heat warnings across the region and roughly two-thirds of California classified as abnormally dry.

"Property owners across our region are being told to tear out grass they can no longer legally water, and to do it during the worst heat we have seen in years. Artificial turf is the one option that checks every box. It uses no irrigation, it stays green at 110 degrees, and it helps commercial and residential owners get ahead of these deadlines instead of scrambling at the last minute." Brock Markarian, Chief Technology Officer, Mighty Turf Inc.

Markarian said the four-state pattern is what makes this moment unusual. "Nevada is mandating removal, California is phasing in a ban, Arizona is cutting Colorado River supply, and Utah is paying people to pull grass while the Great Salt Lake dries up," he said. "The rules differ state to state, but for a lot of these properties the answer is the same."

Unlike natural grass, artificial turf requires no watering, mowing, or fertilizer, and it does not brown out or go dormant under extreme heat. Mighty Turf products carry a 16-year limited warranty, are PFAS-free and lead-free, and are engineered for the high-UV, high-temperature conditions typical of desert and inland climates.

For commercial properties, homeowner associations, and municipalities facing removal deadlines and self-certification requirements, Mighty Turf supplies turf factory-direct from its Fontana warehouse and works with installers across its four-state service area.
